Over time, it becomes increasingly clear: climate change is in full swing and we need to achieve our climate policy goals. The transport sector is a major concern. While we have been able to reduce pollutant emissions in the energy sector in recent years, the values in the transport sector have remained constant.

What is the GHG quota?
The abbreviation GHG stands for greenhouse gas reduction quota (as well as greenhouse gas quota or greenhouse gas quota). It came into force in Germany for the first time in 2015 and is intended to serve as a transport policy measure to protect our climate. The aim is to incorporate more renewable energies into the transport sector. This is intended to reduce greenhouse gases that are harmful to the climate.
When it came into force, the GHG quota replaced the biofuel quota, which was in force until the end of 2014. In contrast to the biofuel quota, the GHG quota is more aimed at reducing greenhouse gas emissions. It defines the share of sustainable fuels in relation to the total, including fossil fuels.
In other words, it forces companies that emit greenhouse gases to reduce these emissions by a certain, steadily increasing percentage every year.
Ultimately, the GHG quota has one goal: it is intended to create incentives – on the one hand for companies in "dirty" industries, and on the other hand also for private individuals.

How high is the GHG quota?
The amount of the GHG quota is determined in § 37a paragraph 4 BImSchG (Federal Immission Control Act). It was 3.5 percent in 2015 and has been raised again and again since then. This year, 2022, it will increase to 6.5 percent. By 2028, it is expected to rise to 14.5 percent, and even to 22 percent in 2030.
How does the GHG quota work and what is GHG trading?
Companies should reduce their greenhouse gas emissions – that is the idea. However, not every company has to reduce the same amount, it is enough if the total amount is right. Therefore, the industry can and should trade the pollution rights among themselves. A company that is particularly climate-friendly can sell the share of unrealized emissions to a competitor that has been operating less sustainably. And recently, you can also sell your environmental advantage as a private individual with an e-car.
Who can apply for the GHG quota?
As the owner of an electric car, you can register your vehicle with an electricity provider or a company specialising in the sale of the GHG quota. These companies act as an intermediary between you and the companies that want to buy pollution rights.
It's very simple: You have to prove that an e-car is registered to you on the basis of the registration. No further evidence is necessary (so far). This means that they do not have to indicate how many kilometres they have covered with the e-car, nor is it necessary to provide information about the electricity supplied.
Proof is provided with the registration certificate 1. This is to prevent you from registering twice and billing accordingly twice. The premium is initially valid for one year and must then be applied for again.
Once you have submitted your approval, the Federal Environment Agency will review your application. After successful testing, the certified shares are sold to the companies. The proceeds from this sale are then distributed to you, minus a small commission for the intermediary.
Applying for a GHG quota for electric cars: this is how it works
Since 2019, the emissions saved by e-cars can be counted against the THQ quota. Until now, the electricity supplier was the owner of the GHG quota - but that has changed on January 1, 2022. Since the beginning of this year, owners of e-cars and operators of a charging station have themselves been the owners of the GHG quota. Please note: Plug-in hybrids are not included – only pure electric cars may be counted towards the quota.
It is not very practical if individual owners of an e-car were to sell their emissions directly to the companies. And companies such as Shell and Aral would certainly have no interest in dealing with millions of motorists individually and conducting price negotiations.
This is where intermediaries come into play, who collect the saved emissions from private drivers, bundle them and try to sell them as attractively as possible to the buying corporations.

It should be noted that the amount of the premiums can differ. Some providers also offer to transfer the proceeds to environmental protection projects.
Also note that the GHG quota per vehicle is only granted once a year on a registered vehicle. If a vehicle is sold with a sold quota, the new owner is only entitled to submit a new application in the following year.
Furthermore, pay attention to whether a minimum proceeds are promised in the general terms and conditions. Most intermediaries also let you choose between a fixed proceeds and a flexible option.
